Help with Tiger Cat Throttle Cable Set Up

Hi Guys Can Anyone give me a hand here please, My Cat E1 has always had a problem with the Throttle Sticking open. There is an issue with the spring on the cable, its not in the correct place the spring is on the cable its self and is not strong enough to return the cable. I was at Stoneleigh yesterday and saw this Cat (tiger cat not a Cat Cat ) for Sale with this set up below any Ideas how I can replicate this and get the parts to do so? (I have the cable all hooked up to the correct places its just the spring set up I need to replicate)

Treat yourself to a Sytec throttle linkage. Basically a Webber rip off - but I have one and it works lovely. £40 for mine off the Bay.
