do you want to win or compete?
If just compete - 90% of red bull entries appear to be wacky vehicles with wacky characters/backstories. i suspect the selection process is more about that than speed of end product. so have a good looking idea and at least one member with gift of gab.
if you wanna win then check out a few of the winners, low, stable, low drag, well engineed to suit bumps that grow every year.

Because of where i work it's got to have a bus look to it

I was thinking of 12mm steel box section for the frame and aluminium paneling

Check the rules and build accordingly, the one I entered had a max wheel size of 20" and a max weight of 100kg plus there was a check of the brakes, sharp edges etc. Red bull looks more like a fun event than a serious competition.
Most of all have fun!

Pics of my winning cart. Smooth tyres and high psi were used for the race.

Narrow wheels = less drag
Heavier weight - more momentum

Is it specifically for red bull or a similar event, I took part in red bull soapbox 2015, and there is a lot of work that goes into most the applications that get accepted, so we didn't start the build until we were in,

they do restrict size, width was 2 metres, can't remember what lenght was, weight was 80kg Max, and ground clearance 10cm minimum, they even do a MOT the day before,
I didn't think red bull were doing London this year tho,
Good luck with you project, we had a lot of fun

Dan
