I think he's firiing rocksalt as it makes a big band and lots of smoke/dust.
I'd suggest something a little more capable of going through the metal and the offender.
Like Arnie used in Predator for eg.

Police in this country are social workers. They used to be an extention of the public, but they're now (wittingly or otherwise) the lap-dogs of
the liberals.
In this country, that driver wouldn't receive rebuke, he'd need understanding and heaps of our money.
