Could be Sierra, but I don't recall the steering arm being stepped like that on the ones I used or stripped.

Is that a Speedo cable going through the centre? Is it original or a modification? Only thing that comes to mind that had that was a Dad from memory (possibly volvo314/6) but it's a vague memory.
