France

Hi guys I have moved to France and now that I am retired looking to build. They are totally anal over here abut car registration - no such thing as SVA - so not sure if I will be able to. Does anyone have experience/friends etc that could provide some information.

Good evening!

Lived here in France for best part of 15 years and yes they are VERY bureaucratic and will not tolerate anything outside the norm. I brought over a Z3 a few years ago for a fun summer car. Had mega-problems because the tyres were 215 wide and not 205 as they should have been in the homologation papers (4 more revolutions per km) and therefore deemed unsuitable due to altering characteristics of brakes etc.. Took me months to sort out!!


Your best bet is to just buy a 2-seater car that can be homologated. Alternatively buy a cheap dutton "rework it" into a real sevenesque car and re-register it in France as a dutton. Classic cars over 30 years old aren't subject to the same controls as newer ones.

My Dad also lives in France so I know about all the bureaucracy that surrounds car registration etc!!
I wouldn't normally condone 'ringing' but tbh that might be your only option in France, ridiculous as it seems. Unless anyone else knows otherwise? I have a French car mate I could ask him if you like? Failing that I think you might be needing a 70/80's kit car logbook to register over there.
I might be in a similar position at some point down the line with my kit if I decide to move out there

I think people have built their cars in France, but had them tested and registered in the UK before exporting them back to France. A bit of a faff, but it might be a way of doing it.

The ONLY way is

1. Build it or buy it wherever you want.
2. Register it in the UK inc MOT and insurance.
3. Bring it over here.
4. Have a registered garage here and relevant insurance to drive any car.

There REALLY isn't any movement on this. I have done my homework and for the average person it is impossible. My example earlier about tyre sizes was to show you how strict they are. I would be happy to hear of another way but all my channels of enquiries lead to nowhere!! If a current kitcar manufacturer has a CoC for their plans and you make one of their cars and register it in UK before France I think you will be OK. Otherwise forget it unless you have several 100K to spend on homologation processes. Citroen do that for their rally cars but they have the capital.

Normal budget? Normal person? Normal Car!!

I think it's a tragedy - once upon a time the French were brilliant at off-the-wall mechanical design. Strange cars (even the first Citroens were very eccentric!), weird and wonderful light aircraft, and loads of other things.
Now they are tied up completely with rules and regulations - sad.

Try contacting user voucht. He's a native French and has built a Haynes Roadster and registered it in Sweden. Recently he moved back to France and took the car with him.

That was my line of thought. I'm sure others have done similar too.

I guess it relies on having UK friends/family to stay with while you do it though.

this has nothing to do with france.

homologation procedures are more or less the same all around europe...besides UK

you could move to spain, italy, NL, germany , just to name some countries..you would face the same or a similar problem.

the problem, more or less starts with emission:

UK is the sole country in europe, where the emission classification of the car is related to the engine-age, not the registration date. also emission tests on a new built kit in UK are done with a static test whatever exhaust, whatever ignition, whatever injection system is fitted. again something unique all around europe.
also a 2017 car also needs to comply with certain other regulations, like EMS, OBD, low noise, airbag, ABS etc. but not in UK

more or less: impossible for a private builder to get this all done

low volume manufacturers can get some examptions, but they need to go through lots of tests, to prove their cars are made according to the law...and this costs thousands of euro....thats why such niche-cars are so expensive.

Each member state was required to implement their own version of the IVA under the directive, most have something very similar to our full IVA, only the UK have the BIVA which as you say allows kit cars and the like. When the draft regulations were put forward no one had considered fire engines ambulances and the host of other specialist vehicles that are essential but would have been no longer possible, so the exemptions were made. It must be remembered the type approval process WAS meant to prevent kit and modified cars so the situation in France described above is how it is supposed to operate.

Try contacting Toyscar, they are the French agents for Pilgrim cars but also import and sell other vehicles including British and American classics as well as kit cars.
Jean Paul is the main buyer and hopefully he might be able to point you in the direction of what you need to do.

as i understood the regulations with SVA (and later IVA) have been implemented to give a kind of "eu-harmonisation" for an industry (and finally the end user of their products) which is solely active in UK: KITCARS

there is no real IVA established outside UK....each memberstate has its own type-aproval system, with lots of common regulations but also lots of space for "interpretion" of the laws.

definately sure is: not ONE memberstate is accepting the british IVA

another thing in common (besides UK) is (i repeat mysevles): the emission classification according to the reg-date, not the engine age.
neither is such a thing like a q-plate existing outside UK.

hence, a lot of ringing is done when it comes to re-registering kitcars, which have been imported from Uk to another memberstate.
