But it's probably a selector for the window wipers or something stupid :-(

I'd go for the wiper speed control as well, probably a rheostat.

PaulBuz was correct.

It is a combination lock for the ignition.
You turn to the correct number first to the right and then to the left. After that you can start the car.
If you don´t have the correct numbers and still try. A signal will go to the horn if you try to start the car. A simple alarm
We´re not sure when it´s produced, but it looks like early 60´s.
