webber carb problem

I have a standard pinto with the standard webber carb which has 2 round chambers 1 works off the throttle and the other works by vacume.

my problem is when the vacume pipe is connected onto the bottom of the manifold onto a plastic thing, the chmber does not inject any fuel.
When i conect it up on the tube on the side of the manifold it works at higher throttle opening.

Have i got this connected up right and shoud both chambers work at all throttle openings?

If it's a Sierra carb it's progressive, the second choke opens later. The earlier ones were simultaneous with the second choke operated by the linkage not by vacuum. The vacuum pipe is for the distibutor advance and shouldn't affect the carb unless you are leaving one of the holes open, in which case there will probably not be enough vacuum to open the second choke. Check the plastic thing under the manifold has a hole in it as the one on mine was a blank fitting for a temp sender.
