There is another theory... nothing happened.
You can track statistics of almost anything in the world and there is usually a fluctuation above or below a median (I think that’s the right term).
Some people get too hung up on it, especially if it involves money.
You can then often spend too much effort trying to apply a reason to something when it may not even be linked to it.

Not saying that is the case here, but it could just be a natural lull in car registrations.

Clearly the only logical explanation is the Soviet Union collapsed ending the Cold war, as a result people didn't feel the need to support capitalism anymore.

At the end of 1990 start of 1991 worries over oil supplies and the invasion of Kuwait caused a major hicup in car sales 2nd hand car.values went in to freefall.
