Whoah! It's generally not the contractor that makes the money on this! It's the designers now bowing to a perceived public pressure. One particular road scheme I was involved with was going just fine until one "concerned individual" indicated that we may be going to affect a potential bat roost (despite all previous surveys indicating that this was not the case!). This brought the whole project to a standstill while the scheme was redesigned to include some further mitigation including the "bat bridges" as in the story in the link.
