Q plate MoT Emissions

If this helps to clarify a few questions raised on here.
I've just passed my second MoT. Nottingham insisted on an MoT before issuing my registration, so I've had it on the road for a year. I asked the examiner why he was testing emissions. He showed me that the system required 4.5% CO - I passed with ease, but note - not just visible smoke.
Engine is 1978 Pinto with DGAVcarb.

The examiner is wrong! Next time tell him to check the manual, Q plate is not of a determinate age & therefore cannot be tested to any limits which are prescribed by age.

Except sometimes the DVLA (@ registration) put the emissions tested @ SVA at the bottom of the V5) and I believe that this shows up on the MOT....

Who is confused the most, us or the MOT inspectors? The VI put a flow chart in the MOT manual to "clarify" the position to give guidance to examineers, it really couldn't be simpler
Can anyone on here not follow the chart, pay attention to the section outlined in red. The flowchart should be on pages 5a(i) and 5a(ii) in the manual.

So what happens if the DVLA have put something on the V5? (as in my case) Do I need the DVLA to change it????

No, it is irrelevant, just refer any tester who thinks otherwise to the flowchart & the section outlined in red that 40inches has shown - this overrides any other instruction - it is actually quite clear - once you know where to look!

But the MoT tester has to follow what his computer system tells him to do - he has no discretion in the matter.

Not true, they don't have to submit emission results, just a pass or fail or (possibly) a N/A.
My local test station owner is a friend.
Although I had to point out the the fact that a Kit is exempt and he looked it up, was news to him, he hadn't had a Kit Car in his station before!

How old is that extract?
Reading it would suggest that all kit cars are exempt which we know they are not.

Here's another reference from the start of the manual, afaik this is an electronic version of the current testing manual, is certainly clearly is recent enough to mention the computer system.

NT's will normally be provided with the vehicle details as part of the Vehicle Specific Information supplied by the MOT database. This will usually Include the vehicle's 'first used' date. Where this information Is available, the NT should only use Reasons for Rejections applicable to the vehicle's age.

However, In cases where this Information Is not available or incorrect, the NT should determine the vehicle's 'first used' date as follows;

a. Its date of manufacture, If the vehicle was originally used without being
registered in QB (e.g., an Imported vehicle or ex-HM Forces vehicle),
or

b. Vehicles having a Q plate registration when presented for MOT are to
be treated as being first used on 1 January 1971, or


c. In any other case, the earlier of either

. Its date of first registration, or
. The date six months after It was manufactured.

This information should be entered onto the VTS Device to enable the NT to select the appropriate Reason for Rejection.

In conclusion the tester in the OP did the wrong thing according to the words in the manual, even if the computer pointed him in the wrong direction first.
It's a requirement for an MOT station to have a paper copy of the manual so you can point to the text if they don't believe you. If they still insist on doing the wrong thing then ask them for the dreaded V17 which will concentrate their mind enormously.
