well thats sucks for him doesnt it! good system with the fine calculated on wealth, i'd only have to give them a fiver.

i think the intention was to teach him a lesson as a normal fine would be peanuts to him and not enforce the message/consequence that speeding through
a village is wrong.
im sure if he got a £1000 fine he would just pay it and continue speeding through villages. which it sounds like he has done before.
if i had that kind of money i would be down the local race track every day rather than speeding through vilages.

Finland has the same system, and it seems to work well.
The idea is the fine is the same amount of 'pain' for rich or poor. Prison sentences are assumed to be equally unpleasant however much
you earn so wealth isn't taken into account.
