IVA mechanical anti-theft
Is the Sierra steering-wheel standard steering lock considered to fulfill this requirement? (steering lock engages into the teeth around the sierra
wheel).

The mechanical anti theft has to deactivate to start the engine, so I think so.
Duratec Engine is fitted, MS2 Extra V3 is assembled and tested, engine running, car now built. IVA passed 26/02/2016

from manual
section 13A
"Method of Inspection
Check, in addition to the normal “ignition” switch, that the vehicle is permanently fitted with an anti-theft device or an electronic immobiliser that
can be activated to prevent the vehicle being driven or moved under its own power.
A mechanical anti-theft device could be a steering lock or transmission lock. "

It will pass if your still useing the standard ignition barrel and switch. You can't have something where it's possible to start and move
the car while still having the steering locked.
Disc-lock won't do as it's not part of the car.
The mechanical lock has other things specified like it can't disable the brakes...

just for completeness as Adrian said re: brakes
Required Standard
1.
A vehicle MUST be fitted with either a mechanical anti – theft device or an electronic immobiliser
2.
If fitted to the Vehicle, a anti – theft device
a.
must be operational
b.
must not operate on any part of the braking system
3.
If it incorporates a mechanical part that acts upon a system used to control the vehicle
a.
It must Deactivate before the engine can be started
b.
It must be deactivated while the engine is running
c.
It must have a actuation which is a distinct and separate function from that of stopping the engine
Where the vehicle has no mechanical anti - theft device fitted:
4.
An electronic immobiliser must be fitted

I've probably asked this before, but will my solution be IVA compliant? I'm open to interpretation, but input from anyone who's
actually been through IVA with similar setup is much appreciated!
I've not got the standard sierra ignition setup, but a dash-mounted keyed operation ignition switch, with a push-start button (all within
steering wheel exclusion radius zone).
I've also got a removable steering wheel (keyed device, so can't be removed whilst vehicle is in motion as key is attached to ignition key
on ring which is spot welded so can't be separated).
I have a master battery cut-off switch (yet to be installed), which can be mounted on dash, scuttle, or in engine bay.
Will the above combination suffice? I remember reading somewhere that there was the suggestion of a padlock-type setup on the handbrake level, but
would this conflict with an interferance on the braking system? Surely the cable side is separate to the pedal operation, and as such you can still
operate the brakes?
So many questions, but I'd rather get it right first time round! If need be I can install a Thatcham CAT2 electric engine immobiliser, in which
case I'll ditch the battery master cut-off switch, but it's just another added expense.
Look forward to the range of opinions about to flood in....

does this help?
IVA says
"A manually operated battery master switch or a removable steering wheel would not be considered to be an anti theft device."
also says
"must not operate on any part of the braking system"

For SVA you had to have 2 forms of security (is it just one now?). Standard Sierra ignition lock and steering lock counted as 2. I had a key operated
ignition (like you Charlie) and an immobiliser and those counted as my 2.
From that I'd guess your ingnition lock will do.
Problem with your removable wheel (apart from the listing saying it won't do) is that you could remove the key from the wheel and start the car
without the wheel on. Problem with battery master switches is the keys are all the same so not really secure.

A big thanks for all the replies and discussion, seems I'm OK with my standard set-up (until the post - IVA 'fall offs occur - the bligdin
sierra wheel being the first!!!)
Cheers, Steve.

A good example of taking things out of context!
Because what (4) is preceded by is:
"Where the vehicle has no mechanical anti - theft device fitted:
