Stick a BEC in a lightweight chassis, jobs a good'un.
Somehow sticking a v8 in a milk float feels like cheating.

Top speed will be completely limited by the woeful aerodynamics of a milkfloat (surely one of the few vehicles worse than a 7!) so you need big power rather than light weight. Ditching the old Rover V8 boat anchor and going for something with real grunt (e.g. GM LSx V8) would yield far better results I suspect. Then again I suspect the handling at 77mph would be worrying enough to not want to go much faster,
