race car fuel vent line

Been working on a sports 2000 duratec most of the weekend I found a long loop of fuel pipe in the "passenger" area it comes from the fuel tank vent connector goes up above the tank, loops back down towards the bottom of the tank then back up the roll hoop to a roll over sealing vent valve

Any idea what the point in this big extra loop is

If its higher and lower than the tank then it can breath but not drain out even if the car is upside down in a dyke.

Ok that's what I was thinking but it also has the valve in the fuel pipe that seals if fluid try to pass though it does it need both?

Perhaps the valve is a race regulation?
