Shoulder harness mounting update

Hi all
I put a question on here ref harness shoulder mounting points and russ kindly replied to say the belts cannot touch the seat at all which I thought they might. I now find that I can raise the head rest enough to have plenty of clearence if I put the belts between the headrest supports or I can put them outside of the supports but they are very close and may touch the supports this way, question now is will I fail iva if they are outside of the supports and touch at all or inside the supports not touching anything but with the potential of the headrest being pushed down and then touching that way. There is the option making the headrest fixed of course so that it can't go down past a certain point, also I thought I saw somewhere a rule in iva saying the shoulder mount points must be 140mm each side from the centreline of the seat, is this correct?

The seat belts cannot touch the seat with you in the car and belts fastened, if they do touch the seat becomes a structural component which opens a whole world of problems.

Not so much touching the seat but applying a force to the seat in such a way as the seat takes the force in a crash
In the past running the belts through harness holes in the seat ment that the mounting point needed to be at the same height and spacing.
If in doubt running the belts around the seat worked to the satisfaction of the tester
The regulations on top mounting height usually solves he problem
