The minimum height for dipped beam is 500mm. (There is no minimum for main beam)

The maximum headlight height is 1200mm

Take a look at the
1989 Lighting Regulations

Cheers guys.
Sorted my mounts now.
My mount is now 450mm from the floor, but I can raise the suspension for SVA.

the minimum height is 500 mm from the floor, but this point can be anywhere within the illuminated area of the lens. If the bottom of your lens is 450mm from the ground and the top os 505mm, then you're OK.

Definitely wrong I'm afraid - 9.1 Note 1 states that the minimum distance is measured at the lowest point of the illuminated area.

Does your suspension jack up by 50mm then Pat?
