fiesta distributor

need some advice. I've got an electronic dizzy off a fiesta intending to fit it to an xflow 1300.
got coil and some loom with it
Q: there is a 1.7k resistor near the coil-what is this for?

How can I tell if the coil needs a ballast resistor?
it's stamped '12V' with 1.4 ohms across the terminals.

confused after all I've read.

If it's stamped 12V, it shouldn't use a ballast resistor.
