driving to work this morning and saw a chap driving one of these, dont know why but just seemed really weird, followed him for a bit and it was fairly nippy,

Are those stabilisers that come down on the sides? What happens if he pushes through between two lanes of cars at traffic lights and then has to stop?

how does it balance/steer I wonder, as it has a car seat fitted so you can't throw it around with your body weight..

They tested it in Evo last month, and the owner was a bit too enthusiastic and put it onto its side without the wheels down... Ooops they seemed to like it though.

I would guess that the stabilisers drop below a certain speed. Not hard technology wise and seems to make sense.

If it's what I'm thinking of they do, 15mph iirc. I'd also imagine that it's either a bit too wide to squeeze through traffic or those stabilizers are only as wide as the vehicle itself.
