The return on my swirl pot is currently an 8mm fuel pipe; I ideally need a restrictor (say 1-2mm) in the pipe to stop my lift pump working
overtime.
Is there anywhere online I can buy one of these off the shelf, or are there any backyard engineers on here that want to knock me one up for some beer
money?

Use about 1cm from the plain shank part of an M8 bolt (pref 8.8 or lower grade) and just drill a hole in the centre.
I put a MIG nozzle in a bit of 8mm copper tube and crimped it in place.

Another way is tp stick an 8mm to 4mm hose reducer in the pipe, loads on ebay, another solution is insert a short length of brake pipe with one end
flared.
If you go for a very small bore restrictor make sure there is a filter somewhere upstream.

Maybe I'm misunderstanding the application but I would have thought it's a pressure regulator you need not a flow restrictor (aka 'orifice plate' in engineering nomelnclature).
