could be something simple like a coil pack or the maf or the idle speed solenoid..plus many more.
could also be expensive as said.
the early impreza's have some plugs under the steering column (Forester's might be the same)
which when connected together make the engine management light flash in a particular way to show a fault code.
Burnt Exhaust valve or valve recession.
If only missing a idle not at higher load & speed it is unlikely to coil pack, plug or other ignition related --- HT ignition faults show up
when the engine is under load.
also could be dumpvale stuck open, or a split pipe...etc.
inparticular, the one from the wastegate to the boost solenoid.
My guess would be on a vac leak if it's not speed-density based fueling, I'm not sure on that car. The main problem with those cars are melted pistons, horrific piston slap and auto box failures IIRC

Could be anything, and you don't have a hope in hell of doing a quick compression test as its a boxer engine. Unless it is cheap as chips, i'd walk away although they are really capable cars.
