how do they know how many miles we've all driven, thus how can they say we've driven 3.1 billion less miles?

Every year you get an MOT done, they take a mileage reading. anyone who has enough money can buy the dvla owner data base so its not much of a step to
wonder how they know our mileages.

hahah, well I'm gonna throw a spanner in the works and cause the database to crash thus bringing the country to its knees when I get my Landy
MOT'ed. 
I have changed speedo from LWD to RR to account for the RR Diffs; current reading is about 75 K; but will be 11 K!! hence a negative mileage!

sure you can go fast enough for the speedo to get a reading?

fitted but not driven so don't know if the cable will turn the speedo but it has a V8 and I have overtaken vehicles on the motorway, it gets
quite scary as you can imagine!  (plus the pain of fuel gauge going down!  )

hmmm, interesting point - but only if I sell and claim that it has done 11 k miles surely?
previous speedo had 30 K miles anyway, who knows if that is genuine on a 34 year old car. I have MOTs to show previous mileages anyway.

clocking is legal unless you sell the car as only having done clocked mileage.
There are businesses out there that will change the mileage for you.
I never really take mileage into account when buying a car......... Usually because its really high!

seasonally adjusted petrol sales / tax receipts would probably be a fair indicator too, although would need some careful interpretation as a 5% drop
in traffic might free up enough congestion to increase everyones fuel efficiency by the same amount again.
