Nope, it's a bike. Two wheels close together (it's either max 300 or 400mm, can't remember) are legally treated as one wheel.

I know someone who has a similar thing but it's a BMW with a roof, wiper and two wheels and can be legally ridden with no helmet allegedly.

Those are not cool, much safer with a proper motorbike and helmet. Scooters (covered or not) are not cool!

my dad has one of those. only in europe can it be ridden without a lid. the UK government wont class the bike as a helmet, despite it having 4 point seat belts and a crumple zone front end...

He's indestructible, when he fell down that lift he only broke his ankles, a three floor fall could kill lots of people, let alone a man of his age!
