Cooling pipe swager
I came across what I think is a unique tool made by a company called Kingley.

It swages metal pipes for cooling system rubber hoses. The chap that introduced me to them had several examples but as luck has it not one the size I
wanted.
I have search the web but cannot even find out who Kingley are, I guess they went out of business a long time ago!
However with my trusty Myford I was able to make one the right size so I enclose the drawing should it be of use to others.

Interesting though,.. your solution will be much better for smaller diameter tube,..

Do the holes for the ball bearings not need an internal taper?

When I made may cooling pipes (10 years ago) I made a small tool up using a hydraulic quick connector, basically all it need was the locking collar
removed, the body turned down to fit in the pipe and a tapered expander for the balls.

Very interesting!
No 28mm - 1.102" but I think I may order some of the other sizes.
The Old Tool Shed says:
