Can anyone translate from 'MSA' to English?

Can someone tell me what this means as I'm struggling!:
"Any rear undertray or boot floor must be horizontal within 10mm when measured transversely at 90º to the longitudinal axis of the car."

Ta.

I assume it is extracted from the RGB regs, its not the most clearly written rule, but is intended to prevent diffusers with side fences and / or tunnels being used.
