Can someone explain to me how I attach pictures/photos to a forum post/reply?

Do you have to use photo bucket and upload them onto there first then put the URL in?

Is there no way to upload from a picture gallery on my computer or ipad? You have to use photobucket first?

You can upload your pictures into your locostbuilders photo gallery and then copy and paste the img. Thus:

One is never enough!!

Also how do you generate a URL for an avatar pic you want to use from your library?

Once uploaded into your LB gallery, once you click on the image to show it full size, you'll see two boxes. One is the forum code for use on the forum. The other box has the URL for use outside the forum.
Select your avatar in your 'Control Panel/Options'.

the LB gallery used to (and probably still does) have a restriction that the image names must be unique, ie there could only be one image called car.jpg between all users. so I recommend you prefix all your photos names with your username
ie username_car.jpg

And every photo I upload pops up in the main page of the site in recently uploaded pictures? Or does it just go to your album then you link the photo from there to the forum?
