Does anyone know if the rules for 2012 and onwards MOT are finalised yet and what it means for changing run flats tyres to non run flats where the TPMS works by reading speed of wheels from ABS sensor (ie no sensor in the tyre) ?

Because of the different systems in use any test must follow the same general pattern as that for ABS and SRS system ie Warning light illuminates when ignition is switched on and then goes out after self-test followed a general visual check for condition and tampering.
