Sealt belt lower anchorage plates
Am I ok welding a 7/16th nut to the back of a strip of 35 x 6mm bar and then welding the bar into the chassis?

i saw plenty of the chassis' at stoneleigh on the manuf'rs stands like that, and thought it looked easier, so i'd be inclined to say
yes.
i'd hate to be wrong though

35x6mm seems an ok size, but it really depends where you attach it - so long as its a point of the chassis that can take a sudden load well, you will
be ok. Usually, points like this are at the intersection of tubes, ideally a few so that the point is triangulated. But at these places, it is more
convinient to use a gusset (a triangle welded in on two sides) rather than a flat strip. You would have to make sure that your flat strip didnt have a
tendancy to bend around the point where the nut was welded.
Some modern cars attach the seatbelts to deformable points to smooth out an impact, but to do this you would need to prove it was adequate - ideally
by crash testing!

So if I do big traingular corner gussets, can I use 3mm plate and have the nut very near the corner???

6mm sounds extreme.
In your saloon it's usually only through a 20g plate inner sill swaged to stiffen it. You're probably only welding it to 16g tube so 3mm
will be less stressing.
