Difficult to say without actually seeing an example. Can you post a pic or two?

You should be able to build up the ground away parts of the tube if you have a MIG welder or if not, you could find someone who has. Using a flapper disc on an angle grinder you should be able to reproduce the original profile of the tube and nobody will be any the wiser. Strengthwise it will okay too.

I would put a 1" micrometer on the erw to see exactly how thin the steel has become. I certainly would not build up the thickness with a mig, you will get distortion of truley biblical proportions (would give you loads of neg caster though!).

If you do get a particularly thin bit, I would brace the joints with a few triangles of the same material to reinforce.

Two flat pieces at 90deg just cut a bit narrower than the tube. This will allow you to weld at the external corners of tube where it is thicker. Then 45deg brace welded to that will make it look like a designed strengthener.
All depends where they are and whether they will interfere with any detail.
You could just weld over it if you done it in short pulses allowing to cool in between if there were no room for above method but not as good.
If using first method I would us plate 0,5mm thicker.
Also if previous builder has went mad with grinder, check that he has not taken too much off other welds on chassis thereby weakening them.
