Rivnuts....
Available from all major fastenings suppliers in various sizes. You will ned a tool to insert them as well. You can bodge one up using a bolt, nut,
tube and washer if you are ingenious enough or buy one from somewhere like
http://www.nfauto.co.uk/cbs_products.htm
They do 2 types, light and heavy duty.

I went into the RSPCA office the other day. It was so small you could hardly swing a cat in there.

According to my Bollhoff (makers of Rivnuts) catalogue, their Northern European branch is in Birmingham.
They have every imaginable type of blind rivet-nuts and studs. They also make the Rivnut setting-pliers in various configurations, and a simple,
inexpensive "two spanner" type of Rivnut setting tool, for those who'll only be setting a small number of Rivnuts.
The Rivnuts themselves come in dozens of lengths and styles, including knurled ones, which won't spin in their holes, when the fastener is
tightened!
The catalogue doesn't mention a phone number for the Birmingham branch.
Cheers, Rorty.
