Front Mudguards / SVA

I failed the SVA yesterday at Chadderton (Manchester). One of the items was that the extreme of the front wheel rim was beyond the front mudguard. I had fitted the standard guard on the stays provided by MK. A quick look last night looks like I need to modify the stays to get the guard forward enough. Has anyone else had the same problem?
Using 15" rims has made the situation slightly worse.
