Q: has the h/tank got to be full or half
full (or half empty ).

Id go with half full. Basically the liquid needs to expand therefore if you fill it full it will hydraulic the cap off or worse still split the tank.
I would even go only a third or quater full as long as it still can build up the necessary pressure.

I had the Tiger Pinto set-up and filled the header tank up to just below the line around the tank (kind of the mold line where the top and bottom
parts join).
Never had any problems.
I filled my header tank to the level of the highest point in the restof the coolant system. This happens to be half way up the header tank. I've had no problems so far.
Just as an alternative idea ive not used a header tank and so far have no ill effects in my Pinto install.
If the header tank has an overflow it will find its own level, ie blow out any excess water.
If the header tank is the one supplied by Tiger (Golf IIRC) then its marke Max - Min just above/ below the "seam".
