I have a carbed R1 just because it came up cheap. 2002 / 03 FI engines are probably the best for a kit car. 04 engines onwards have more revs, giving more power, at the expense of less bottom end. The gearing is less favourable for a car too. And the extra revs make noise limits harder to meet.

Going with a fuel injection engine will be the best option although you will still need to buy a power commander to re-map the fuel.
You can go carbed, but the emmissions adjustments for SVA may require some trickery (do a search).
A CAT will be required with both engines for SVA.
A good option is an innovate X16 Lambda Gauge and sensor as then you will be able to re-map the fuel yourself.
I have managed to re-use the airbox on my Motaliera and duct some air into it, so a rolling road session will not simulate any induction effect so tuning on my car will need to be done while I drive.
The innovate gauge will enable me to do that.
