which (cheap) bike engine
what bike engines are fast but cheap? R1 / fireblade / hyabusa engines attract big money.

It depends what you consider "cheap" Fireblade & R1's tend to go for about a grand, give or take a few hundred quid. Hayabusa -
you're looking at about two and half grand
CBR1000 and GSXR1100's 92-96 are good engines and generally can be picked up cheaper than blades, R1's, ZX9's.
It really depends where you get it from and how lucky you are

You know what I'm gonna suggest
What about a GSXR1100 92-96. Can be had for £400 and push out about 145bhp, and quite a lot of torque for a BE due to the long stroke. These are the
water-cooled ones so are better for road use.

CBR1000 - 130Bhp and 75 ft/lbs torque if google serves me correctly
Readily picked up for under £500
Not bad BHP/£ if your on a budget.
