Building: Up trust to use my ZX9 Locost

Vacuum Pipes

I've got a pipe connecting 2 take off points for balancing the carbs on my zx9. Its the two on the gearbox side. At present it is open at one end and sucks. If I block it it starts to slow the engine can't remeber if it actually stalled it. Should this pipe be open?
