I have a Ford 1.8 zetec on Jenvey throttle bodies and special oil sump that has done less than 2hrs testing in a race car.
It has not been fitted to DVLA registered vehicle .Could this still be regarded as 'new' by the DVLA?

If your receipt says its new then that should be good enough for registering it on a new reg.
