Im looking for a couple of the double height nuts at the end of which is a threaded section, about M4 size.
They are found on computer connectors e.g. graphics card, the screw part holds the socket in place, the nut allows the connector to be screwed in.
Hope that makes sense.
What are they called and where to buy?
standoffs?
Look for VGA stud

You're looking for female jackscrews, or for metric threads - pcb standoffs. standoffs are usually brass but stainless and alu ones are
available.

Farnell stock M4 standoffs in a range of lengths; http://uk.farnell.com/ettinger/05-14-203/spacer-m4-20mm-length/dp/14670 30
Just be wary, the brass ones are like butter - not good for anything more than attaching PCBs together.
Go to Mouser UK and get either Stainless or Alu from RAF hardware:

We use these in products that survive launches on ICBMs
