Not to defend the guy, but the people we need to really worry about are the ones looking for a section on explosives. The sniper rifle is a bit over the top, but then again (at least in the U.S.) most gun-related crimes are done with handguns. Rifles are mainly for hunting and target practice, and I'd guess that anybody who actually built this sniper rifle is doing it to impress his buddies.

If I recall correctly, he used a .223 cal. Bushmaster, not a hand-made sniper rifle. My point was that somebody would *usually* make a gun like that to show gunsmithing skills and/or learn from the process, while somebody screwed up in the head enough to actually use it against other people would probably just go and buy a gun. I've got a .223 rifle with a scope, but that doesn't make me a sniper (deer might argue that point, though). Any number of rifles could have been used by those nut-jobs, from the .233 to 30-06 to ??. Used in a similar manner, even a generic deer-rifle would be called a sniper rifle.
