MK Exhaust Packing + Cat

All, I am in the process of fitting a universal cat inside my MK silencer.
When I took it apart I found that the white 'wadding/packing' material inside was in plastic bags!?
This was a little bit of a surprise - is this normal for exhaust packing? - does it not all melt when you first fire up the engine or is it a high temp plastic? To me I don't see how the wadding can do its job in a plastic bag - but I stand to be corrected!?

It will burn off the first time you fire up. No big deal (although it does smell).

When I repack the exhaut I use sellotape to keep the roll of wadding tight - it just burns off.
