What kind of set up do you need when you using slicks? 13'
and how you can do it your self on a MK Indy?

Jack up the car, undo the 4 nuts on each wheel, then put on your new wheels with the slicks on them.

Shouldn't be much to change unless you are seriously racing.

One set up you will need to do, is to get heat into the tyres before you go ballistic on them.
You need to build the heat over a few laps before you get the full grip, until then you could have less grip than expected.
