Are the fronts, rust and grease free + bedded in?
If so then although unusual you may need to fit a brake pressure valve in the rear line, or one of the sierra units.
You sure you have all of the air out of the fronts?
Steve
What master cylinder set up have you got?

I failed on the same issue. Not a quick fix but I fitted a restrictor valve from a Mondeo master cylinder into the rear brake line.
One of these:

I had the same problem. I think you need ford part no 7117274 connected to the rear feed at the master cylinder.

Sanity check
Escort drums and Cortina fronts shouldn't lock the rears first.
Sounds as to more like seized calipers -- before buy anything check the pistons and pads in calipers are moving freely.
Cortina/Escort calipers are very prone to both the pistons seizing and the pads sticking in the calipers.
hi bt
the calipers were refurbed by trw
all new pads and all new shoes springs and wheel cylinder

Does the master cylinder have different sized bores front/rear? If so have you plumbed them in the right way round? Just a thought
