Ive got some that look similar at home but called semi units, also have the corresponding hex head bolts that match. Let me know if you want some and ill dig out and post.

They don't appear to be speed nuts, spire nuts or trim clips. (According to my searching)

The ones I'm after have a threaded lug. Are these called lug nuts?

I know modern scooters use them for the bodywork so maybe a scootershop can even help you.

Hi Phil
Think i have 2 or 3 5mm ones that came with my westfield rear lights but the lug is slightly crimped to stop the bolt coming undone.
