how would i get one of these through iva just a matter of putting something over the buttons so they cant be pushed

As long as it looks permenant.
I used aluminium with leatherette over it on my VR2 and it passed sva.

why put something over the buttons?

dd2 is approved for road use and has been through sva/iva before.

I am assuming that you can navigate away from the speed?
If the speed stays put when you press them, then you don't need a cover

You know what assume does

There is an SVA/IVA setting in the menu option so that you can permanently hve the speed etc present on the dash.

So in answer to the OP - Just set it for IVA mode.

To add to that - You need a newer DD2 for this function. ETB will upgrade the firmware on older ones to provide this function and it's only a week or so turnaround. Mine has the newer firmware and was one of the first to have that and I bought it in March.
