No point having laws that are un-enforceable anyway.
It will die unless the government create a scheme where everybody is covered third party irrespective of age or actions.... Which to a degree we
already have.

Agreed, can't see the insurance companies liking this either, "your vehicle was on private land and thus not covered by your insurance
policy sir" is a not uncommon response and an easy get out for insurance companies, having to cover these risks will be unpopular and is
difficult to see what the gains are?
