Does RGB literally mean they have to be road going as in road legal?

No.
They have to be capable of passing an MOT in all aspects apart from emissions, hence they need full lights etc and while you obviously don't
need reverse to pass an MOT, MSA regulations say that you have to have one.

Thanks for that. Do they have to be SVA/IVA'd.
I'm asking to find out if buying an RGB car would it be easy to put on the road or possibly already be road legal.

if you buy an already built it is very hard to get registered
you can IVA it ok, but DVLA want pics of YOU building the car..
so in theory you would have to strip it and totally rebuild it taking pics as you go..

In theory yes, but it would need a fair bit of work to get past certain IVA things. Which car you thinking of, Tims?

Its real hit and miss on registration - there is certainly no requirement to SVA or IVA a car to run in the championship.
However, some builders do register their cars so they can:
1.Get more use out of them (Not sure if this ever really happens mind - you wouldn't want to tour in a car with 75mm ground clearance and
solid(ish) suspension.)
2.Pootle around the roads to check that the latest, say, cooling mod or brake bleed has worked before they get back on track.
Bitsilly on here has an ex-RGB Phoenix which is registered, but I'm not sure if any of those racing at the moment are or not. I expect BobM
will be looking to sell his registered Furybusa which is a nice piece of kit.

I wonder how many RGB cars would actually pass an MOT. I mean a real one, not from the "blind MOT man of Ely". I can imagine emissions
being challenging.

I'd say bobs car would be one of the best current RGB cars to buy to put through IVA if thats your plan.
