Pratt?
I no longer run Furore Products or Furore Cars Ltd, but would still highly recommend them for Acewell dashes, projector headlights, dominator
headlights, indicators, mirrors etc, best prices in the UK! Take a look at http://www.furoreproducts.co.uk/ or find more parts on Ebay, user names
furoreltd & furoreproducts, discounts available for LCB users.
Don't forget Stainless Steel Braided brake hoses, made to your exact requirements in any of around 16 colours.

Evasive, is the word !!
thanks, but there could be more
I do like evasive, yet this individual isnt evasive, as he does know the answers, its just that he wont share the answer, and this is the frustratng
part
he is just rude and sacarstic, to a level that is unaceptable

Highly or annoyingly inquisitive?
If between us we haven't thought of a 'one worder' so to speak, is it safe to say that if you do find the word then it may not be
understood and create the impact that you really want? What about 'always replies with questions and evades the subject'?

Try to structure your questions in such a way that if he answers with another question, he either contradicts himself or looks foolish.
This LINK may help explain.
Then sack him.

Antagonistic
That's what he is if he knows the answers but covers up by being obtuse.

yours, Pete
I went into the RSPCA office the other day. It was so small you could hardly swing a cat in there.

i would define him as a smartarse. Point out in the first instance that you expect straight answers, and at the first evasive reply remind him of
this.

Someone in middle management?! Just tell him to stop being obtuse and answer you question or you'll sack him for being stupid!

Ah in that case uncooperative.
And, as peteff said, antagonistic which would be very appropriate for the situation.
How about not a team player thats one they like to use against people in disciplinary actions.

There should be a good few "key words" available, non-team player, inefficient, not taking responsible for his actions, generally being a
co*k etc etc.
