If you don't have a tacho, how do you do the emissions and noise tests?

The sva man will have a tacho there which will either work form the coil or off a HT lead.
At my noise test he didnt even check the rpm. Told me to rev it up and then said it was ok.
Emissions are done at tickover on most engines anyway, unless you need a cat test.
