I am about to weld the headlamp mountings onto the chassis but while I appreciate that putting them in line with the wheel centres will minimise the clearance i have to give the wheel I was wondering if there is a minimum / maximum distance they have to be from the front of the vehicle

There's no measurement listed for that. Just height and disance from the edge/separation. However there are angles of visability requirements that might be effected by how far back you mount them.
