Tax class for 'new build' kitcar with recon engine (or new but old!?)

If a kit car is built from all new (bar one recon to new) parts and a recon engine on or new from a manufacturer (but it was not 'new' enough to have been CO2 accessed) is fitted, how to DVLA choose its tax class?

i think it would go on whatever plate its on. tax rates are on year of manufacture now
i think Q plate still gets you the old rates though?

All kit cars are taxed on engine capacity regardless of the age of the engine.

Ahhh so the usual
'Not over 1549cc' @ £125 PA
or 'Over 1549cc' @ £190 PA
