Last I heard some testers were failing cars for this, but I can't see anything in the IVA manual about unless Im looking in the wrong place.
I know for one that passed with a removeable wheel in June, at Llantrisant VOSA
Speak to bi22le. He crashed his when the removable steering wheel came off at speed.
The definitely fail if they can be removed while the engine is working.
It used to be possible to achieve that by using a locking boss and welding a ring with the ignition and boss keys so they couldn't be used at the
same time. Maybe that's now not considered suitable.
It always was safest is to fit after the test.

Still if my accident even stops one person forgetting to check their wheel after a days work then I don't mind people mentioning it.

I love the way that there are some things that crop up even if it is a completely irrelevant point!!!
