how do people get an MK indy for example on a brand new reg number ??

I suspect, in the vast majoriy of cases, largely by telling a few porkies!!!
Technically speaking you need ALL new parts, except for one that can be reconditioned. This is usually the engine.
You will need a fistfull of reciepts to prove it.
As said, it may include a small element of truth bending, as it will depend on how you sourced your parts. eg Wheel hubs, axles etc etc.
I would speak with your chassis manufacturer, and get them to "Supply" a lot of the parts with reciepts.
Questions is.... Do you really need a brand new reg? Why not get an age related one, then stick a personal plate on it... oh Sorry... A
"Cherished Registration" IMHO the best all round solution.
If you dont use alll new parts, or have a Donor with a V5, then you will get a Q plate.
No shame here, but you cant change it or have a personal type plate once it is registered as a Q Plate.
No problems whatsoever with Insurance on a Kit car with a Q plate, its considered the norm.
ie a kit built of parts of varying ages, hence no specific age due to no donor car V5. SO it cant be dated, and then gets a Q plate.
If I was doing it all again, I would get a donor with a V5, then get an age related plate, then later on put on a 3 letter 3 number, or some other
privvy plate on it.
IMHO much much better than any 11 or 61 which will not be new next year. At least a Q plate is relatively timeless.

As long as everything is receipted and new apart from one major component which can be refurbished then they'll give you a new plate.
Or, sometimes they cock it up and give you a new when you shouldn't technically.

as above if its all new apart from one recon part it should get a new plate, but I'd though that it was the gearbox that was one of the most
common recon parts (plenty of new crate engines for sale, not so many new gearboxes...)
untill recently the factory built 'new' caterhams and westfields both uesd recon ford diffs (and type 9 boxes on some models) - I wonder if
they told the DVLA.....
Even the age related plate thing is very murky. When I built mine I contacted the local DVLA issuing office and showed them a copy of an article about a car that was identical to mine in donor parts and had an age related plate. They just wouldnt play ball and said effectively that the way other offices do things is up to them! I got a Q. Just means I can never change it if I even wanted to.

Proof was the receipt for the donor vehicle, for the Cortina uprights and for a replacement engine. Also showed them representative receipts for the steel box section and other bits and pieces. Mind you, anyone who has delt with Carlisle DVLA office will also have some not very complimentary stories I would think.
did you have the V5 for the donor aswell ?
most people who get an 11 plate tell lies. recon diff/ none recon engine etc etc.
I'd have been able to get one by creating 2 receipts but it wasn't worth it and i'm not that dishonest. Also I like having a link to
the donor.
Caterham use recon diffs and boxes and get away with new regs every time
